The idea that people expect to be treated as consumers by public services has become a central theme in public service reform. The emphasis on choice is often seen as individualising issues that have collective - or public ? dimensions. This talk reports on an ESRC research project that explored the views of those who provide and use public services in regard to this new ?consumer? ethos, and investigated the changes it is bringing about in public services
